A GFCI at an outlet watches that location and the other locations correctly supplied through its protected path. It does not reach backward and protect wiring before it through its GFCI function.
A suitable GFCI breaker starts that protection at the panel. That can change the coverage, but the breaker must be right for the panel and circuit. One is not automatically the better choice for every home.
The useful decision is where the required protection belongs, how you will access it and what work the circuit needs. A photo of a breaker or an outlet cannot answer all of those questions.
