Whole-home or plug-in? Plan the layers together.
A panel SPD and a plug-in surge protector do different jobs. The useful question is which layers your home and equipment need—not which one replaces all the others.

Begin with the paths, not the power strip.
A panel or service SPD is connected to the home’s electrical system. A plug-in device protects the equipment connected through it. Neither description means that every possible path into every device has been addressed.
A television may have both a power connection and coaxial cable. Network equipment can connect across more than one room or building. Coordinating protection means considering those paths and the equipment instructions together. A power-only strip does not protect a separate signal connection.
Surges can come from outside the home or be produced by switching equipment inside it. That is one reason a single device should not be treated as a complete plan for every situation.

Three layers, different roles.
The foundation
A panel or service SPD is selected for the electrical system and its installation location. It creates a central layer for certain transient overvoltages. It supplies no backup power and does not fix a wiring fault.
A local layer
A suitable device at equipment such as the outdoor A/C can complement panel protection. It must match the load, environment and manufacturer instructions. A power strip indoors does not serve this hardwired unit.
Finish the plan
Listed point-of-use protection can serve suitable plug-connected electronics. A separate cable or data connection may need compatible protection too. A power-only strip does not address every connected path.

Know what the label means.
Type 1, Type 2 and Type 3 describe categories with installation requirements. They are not a good/better/best ranking. The selected product’s listing and instructions determine where and how it can be used.
A Type 1 device may be suitable for specific service-side or load-side applications, subject to the equipment instructions and utility rules. Type 2 devices are installed on the load side of the service disconnect. Type 3 devices provide point-of-use protection and have placement requirements that must be respected.
Listed and Classified are different certification descriptions. For example, a breaker-format SPD classified for named panel families is not automatically suitable for every panel with an opening that looks the same.

A strip, a surge protector and a UPS are not the same thing.

Build around your actual equipment.
Start with the panel or service arrangement. Then identify hardwired equipment such as the outdoor A/C unit and sensitive plug-connected electronics. Consider signal cables and any connections between structures as part of the assessment.
Use products suited to the load and environment. For plug-connected appliances, follow the appliance manufacturer’s instructions; do not assume a general-purpose strip is appropriate for a major appliance, space heater or other high-current load.
Do not add ground rods, disconnect a grounding conductor or modify bonding to accommodate a protector. Grounding and bonding concerns belong in a qualified electrical assessment. A surge installation should not conceal an unresolved fault.
Ask which devices are included in the proposed work. Communications protection can require coordination with the relevant provider or another specialist; listing it here does not mean every communications service is offered by Mister Safety.
Do the planning before the storm.
Do not handle cords or unplug equipment during a thunderstorm. The National Weather Service advises avoiding plugged-in equipment and staying away from electrical and plumbing paths indoors during lightning.
No combination of consumer devices promises zero risk. A lightning protection system is a separate system designed to provide paths for lightning current; it does not make surge protection unnecessary. An SPD is not a substitute for such a system.

In Simple Terms
A whole-home device is like a first layer at a central entry point. A plug-in protector is another layer at the things plugged into it. Putting one at the panel does not turn an ordinary outlet strip into a surge protector, and buying a better strip does not protect an A/C unit that is wired directly to the house.
Also think about every cord connected to a device. If a television has power and cable connections, the power cord is only one path. Matching the protection to those paths is part of a complete conversation, especially when a warranty requires it.
The numbers called Type 1, Type 2 and Type 3 tell the installer about the product category and its allowed use. They do not tell you that Type 1 is always better than Type 2, or that three devices are always enough. The exact product and its instructions matter.

Can I use only plug-in protectors?
They may protect suitable connected equipment, but they do not provide a panel-level layer or serve hardwired loads elsewhere. The right plan depends on the home and the equipment.
Is a UPS a surge protector?
Some UPS products include surge protection, but features and ratings vary. Its distinguishing role is temporary battery power for suitable loads. Check the exact model rather than assuming all UPS products provide the same protection.
Should I unplug equipment when lightning starts?
Do not handle cords during a thunderstorm. Plan ahead and follow National Weather Service indoor lightning guidance.
