Overhead and Underground Electrical Service Projects

The incoming service route affects which equipment, utility work and property restoration may be involved in an upgrade. Overhead and underground arrangements have different design and access requirements. The serving utility must confirm the available arrangement and its requirements for the property. Converting a route is a separate question from whether more capacity is needed.

Understand the incoming arrangement

Overhead service reaches the property through an above-ground arrangement. Underground service follows an approved buried route. The service delivery point is the interface defined by the utility’s arrangement, and customer-owned equipment begins where that responsibility is assigned.

Ownership is not identical for every utility or installation. Confirm which party supplies, installs and maintains the relevant facilities. A conceptual drawing can explain the relationship, but it does not establish the boundary or installation requirements for your property.

Compare the project variables

A route affects practical scope: access, equipment location, utility facilities, clearances, excavation and restoration. Neither arrangement is a universal quality grade. Compare the actual condition and proposed design rather than assuming a buried route automatically fixes every reliability or safety concern.

Can overhead service become underground?

A conversion needs a feasibility discussion with the serving utility and a property-specific design. The utility must confirm the available arrangement and its facilities. Moving a service route can add engineering and civil work beyond the equipment needed for a capacity increase.

Clarify the goal before comparing estimates. You might be changing capacity, relocating a meter, changing the incoming route or combining those decisions. Ask which approvals, utility charges, customer equipment and restoration are included in the proposed scope. Do not order equipment based on a generic conversion drawing.

What underground planning adds

Underground work needs a locate plan before excavation. Sunshine 811 explains that its member utilities do not mark private facilities. The excavator must follow the ticket, response and marking process and account for private lines; simply waiting a set number of days is not the whole process.

The route must also fit the approved design, access and property conditions. A straight line on a map is not a final trench or conduit plan. Identify known private facilities and access constraints without asking a homeowner to investigate buried wiring.

Agree on the restoration standard. Electrical completion and replacement of a driveway finish, planting or other disturbed surface can be separate obligations. The written scope should state who completes each part and what is excluded.

Plan the route

Confirm the approved design, access and assigned responsibilities.

Agree the finish

Identify the promised restoration and any work outside the electrical quote.

Meter location and outdoor equipment

The serving utility may need to approve a meter location as part of altered-service work. An existing position is not automatically accepted for every new arrangement. Access and the actual utility requirements should be reviewed before purchasing or relocating equipment.

A meter-main and a separate meter/panel arrangement have different equipment roles. Exact configuration, ratings and utility acceptance matter. Outdoor suitability also depends on the listed enclosure and exposure; weather protection does not mean the equipment is suitable for submersion.

Questions for the written scope

Ask who provides each part of the incoming arrangement and whether utility engineering or facilities work is still pending. Confirm permits, locates, access, excavation, equipment, inspection and reconnection responsibilities. The quote should make assumptions and exclusions understandable.

For a property with critical power needs or business operations, explain those constraints before scheduling. The route decision does not remove the need for a coordinated interruption and restoration plan. Do not assume the project can remain energized or finish in a universal time window.

Where power comes into the property and how much the service can support are two different questions. They can be planned together, but moving a route does not by itself establish a larger capacity.

Underground work can involve more than the electrical equipment: an approved route, locates, excavation and surface repair may all matter. Ask who handles each part and what the property will look like when the promised work is complete. Use the actual utility’s requirements rather than assuming a neighboring installation is the right model.

Is underground service automatically safer or more reliable?

The arrangement alone does not establish the condition or performance of a particular service. Site conditions, utility facilities, installation requirements and maintenance still matter. Compare the actual project.

Does Sunshine 811 mark every buried line on my property?

Its member utilities do not locate and mark private facilities. The excavator must follow the locate process and account for private lines before digging. Elapsed time alone is not a substitute for checking responses and marks.

Who pays for trenching or driveway repair?

The written scope should assign responsibility and identify the restoration included. Utility and contractor responsibilities vary by the arrangement; do not assume every electrical estimate includes all finished surfaces.

Can the meter stay in its current location?

That depends on the approved project and serving-utility requirements. Changes to the service can require review of location and access before equipment is ordered.
