Grounding
The relationship to earth is part of the system.
A ground rod, a wire or a three-slot outlet is only one part of the picture. Start with the actual finding: what was observed, what was tested and what remains unanswered?

A grounding or bonding finding might concern an accessible connection, an equipment arrangement, a device indication or deterioration. These are different questions and do not all call for the same correction.
Ask which component and location are involved. Is the finding based on something visible, a test result or information that could not be established? The next step should follow that evidence.
An assessment may include accessible observations and relevant testing within the agreed scope. It does not automatically include earth-resistance testing, inspection of every connection or a complete evaluation of concealed wiring.
Grounding describes a connection to earth or to a conductive body that extends that connection. Bonding concerns the electrical connection of conductive parts. Equipment grounding concerns the protective path associated with equipment. These functions relate to one another, but the words are not interchangeable.
The correct arrangement depends on the actual service, disconnects, downstream equipment and applicable installation requirements. This guide deliberately gives no connection recipe, wire size or universal number of ground rods.
Ask the electrician to explain the relevant component and its role in your installation. A proposed correction should identify the actual requirement rather than treating the presence of one outside rod as the whole answer.

The protective equipment path is a distinct part of the arrangement.
Three slots at a receptacle do not prove that a suitable equipment-grounding path exists. A visible rod or green conductor also cannot establish the condition of every relevant connection.
A favorable indication from a common plug-in tester is limited evidence. Klein’s RT210 instructions state that the device does not establish ground quality and cannot indicate every combination of wiring defects.
Do not remove devices, open covers, touch suspect metalwork or take live measurements to find out more. Qualified personnel determine the appropriate safe inspection and test method.

GFCI protection addresses certain ground-fault shock hazards. AFCI protection addresses certain arcing hazards. Ordinary overcurrent protection has another role. None of these labels means that every other protective feature or installation detail is correct.
GFCI protection does not create a missing equipment-grounding conductor. A professional must explain any permitted arrangement, required labeling and its limits for the actual location.
Surge protection is another distinct subject. Adding a surge protective device does not certify grounding or correct an unrelated wiring defect.

Tell the office about leaks, flooding, coastal exposure or recent water contact. Identify where a mark or damaged enclosure was safely observed; do not approach exposed or wet electrical equipment to examine it.
Equipment that has dried out is not automatically ready to energize. The appropriate response depends on the component, exposure and manufacturer guidance. ESFI distinguishes equipment that requires replacement from equipment that may be considered for qualified reconditioning.
A cosmetic cleaning does not establish internal condition. An electrician may need a more specific equipment review or another specialist before recommending a remedy.

The question is whether the relevant parts work together correctly, not merely whether you can see a rod outside. A picture or a small tester cannot answer every question about that system.
When someone says “grounding problem,” ask them to point to the actual finding in the report. It should name the component, explain the evidence and say what needs to happen next. Adding a rod is not a universal answer to every issue described with that word.
Protective devices have different jobs. A GFCI is not a new grounding wire, and a surge device is not a repair for faulty wiring. The right explanation keeps these roles separate.
Your role is to share the concern, not expose the wiring. Leave covers and devices in place, mention water exposure and ask what the assessment will include. The professional should explain both the proposed correction and the limits of what was evaluated.
